At IPR we do not deal with mass deployments, we focus on small teams of highly trained, skilled, and experienced operators that come from military, police, prison service, and civilian backgrounds.


Our teams are formed of SIA Licensed Close Protection Operatives with experience all over the world in Close Protection, Surveillance, and risk management roles.


As requirements of the Protect Duty/Martyn’s Law start to be implemented, working in partnership with leaders in surveillance and intelligence operations, we are able to provide an enhanced specialist service that stands apart from the main security detail whilst still passing on real-time intelligence as required.


Our teams work with, event organisers, event control, other security teams, and the police command unit to detect and deter any threat and ensure that risk of disruption to your event is mitigated.


During the first part of 2023 we have seen domestic activists such as Stop Oil, and Animal Rising, attempting, and to a certain degree succeeding in disrupting events such as the Grand National and World Snooker Championships. The consequences to these incidents can be catastrophic, not only in terms of financial loss, but also the risk in terms of loss of life due to widespread panic and crowd surging, therefore it is essential to combine a robust risk management and crowd management safety plan with other security measures both covert and overt in nature.

It is advised that you include us in your event safety planning at the earliest opportunity, however should you require a short-notice deployment, we can assist with that, too.


Typically our teams consist of 6 covert operators inside or outside of your venue, and 1 dedicated intelligence operator working remotely, or there may be a requirement for multiple teams spread across numerous sites. Where intelligence has suggested a high risk of attack, you may require a comprehensive investigations package that involves a covert operator infiltrating groups to gain intelligence from within.


All our services are provided in line with industry regulation and compliance with the law. Our teams will work in partnership with venue security teams, security control, the Police and any other event partners.


Introduction to the UK Protect Duty/Martyn’s Law


The UK’s resilience to terrorism is stepping up. The Protect Duty, also known as ‘Martyn’s Law ’, in tribute of Martyn Hett, who was killed alongside 21 others in the Manchester Arena terrorist attack in 2017.


Martyn's Law is UK wide legislation that will place a requirement on those responsible for certain publicly accessible locations to consider the threat from terrorism and implement appropriate and proportionate mitigation measures.

Whether it is in readiness for your event, or continuous throughout the event as part of a larger operation, our highly skilled intelligence operatives would provide intelligence for actioning regarding any threats to your event. Intelligence would be passed on to your event security control, and/or our covert teams.


Behavioural Detection


Working in sync with covert teams and OSINT our behavioural detection professionals are able to use their skills to identify potential perpetrators of attacks, protestors, or those carrying out other criminal or suspicious activities at your event. As a covert role, these operators would pass on concerns regarding persons of interest to event security control and covert teams to ensure the most appropriate action is undertaken.


Covert Surveillance


Our covert surveillance teams can operate in any area within your event venue, or outside depending on the intel available, we can have multiple teams within a larger venue in addition to external teams covering public spaces like surrounding transport hubs, car parks and other possible muster points, perimeter public parks, and housing estates.
